The"Green Industrialization"Shift in Global Climate Governance and China's Strategic Choices

Abstract
Amid accelerating global transformations unseen in a century and the growing global emphasis on sustainable development,the international climate governance system is undergoing a profound transformation,increasingly shifting toward a trend of"green industrialization."This shift not only reflects the deepening integration of climate governance with national competition and industrial development,but also intensifies the strategic dimensions of green transition.It means that global climate governance has become an important strategic platform leading future technological development,restructuring industrial structure,and redefining international rules.This paper focuses on the shift toward green industrialization in climate governance,systematically tracing its developmental logic and practical implications,while examining China's strategic positioning and policy responses amid this new phase of transition. The study finds that green industrialization is not merely an extension of climate governancetools but constitutes an integrated institutional arrangement that combines national strategy,industrial policy,and technological innovation.The new wave of green transition,symbolized by carbon neutrality,has become a crucial instrument for major developed countries to upgrade their industries and reshape their competitive advantages.Western countries such as the United States,the European Union and Japan have successively launched green initiatives,including the establishment of carbon border adjustment mechanisms,green subsidies,and green standards systems,thereby strengthening their dominance and control over the global green industrial chain.This emerging trend is profoundly reshaping global value chains,institutionalizing control over key areas such as intellectual property,investment flows,and standard-setting related to green industries.At the same time,emerging economies such as India,Brazil,and South Africa are also actively integrating into the trend of green development,taking advantage of their inherent geographical advantages,giving priority to promoting clean energy development,promoting the transformation of energy structure,improving the local innovation ability of green technology,enhancing green technology autonomy,strengthening international cooperation,deeply integrating into the global green supply chain,and realizing the improvement of high added value of the green industry chain. Against this backdrop,China aims to focus on the leapfrogging of green technologies centered on supporting clean energy and related industries,driving the rapid layout and development of strategic emerging industries and future industries;promoting corresponding changes in production relations,incorporating green and low-carbon transformation into the path of rule of law and institutionalization;expanding the global development space for new productive forces through international green cooperation,establishing a more solid international moral foundation for the rapid development of new quality productive forces. Compared with existing literature,this paper makes contributions in three major areas:first,it proposes green industrialization as a new analytical framework for understanding the transformation of global climate governance,expanding the conceptual lens from ethical regulation to industrial strategy;second,based on the analysis of green policy practices in Europe,America,Japan and emerging economies,it reveals the global trend of green and low-carbon development,as well as the global situation of a new round of technological and industrial competition;third,adopting a global perspective,it constructs a theoretical framework and policy pathway for China's green development strategy,offering strategic insights for promoting high-quality growth and a green transition. Through an in-depth analysis of the global shift toward green industrialization in climate governance,this paper argues that China must proactively position itself and take initiative in the green transformation race.By seizing the strategic window of opportunity for institutional innovation and industrial restructuring,China can move from being a"participant"to a"leader"in the future global landscape of green competition.关键词
