Bridging the Digital Divide to Stimulate the Green Catch-Up of Latecomer Cities:Structural Characteristics and Transmission Path

Abstract
With the transformation of the concept of data-driven development,it has gradually become a social consensus to bridge the digital divide and promote the green catch-up of China's latecomer cities.However,the existing researches pay more attention to the empowerment effect of the absolute amount of digital economy development level,and few studies examine the green empowerment effect of bridging the digital divide from the perspective of the relative gap of digital economy development level. Therefore,this paper first discusses the direct impact,mechanism and adjustment channels of bridging the digital divide on the green catch-up of latecomer cities through theoretical analysis.Subsequently,considering the importance of the current economic development level,the latecomer cities are identified according to the level of urban economic development and the speed of urban economic development.Finally,taking the panel data of 243 latecomer cities in China from 2012 to 2021 as the research sample,the two-way fixed effect model and threshold effect model are used to empirically evaluate the incentive effect of bridging the digital divide on the green catch-up of latecomer cities.The study shows that:(1)Bridging the digital divide can stimulate the green catch-up of latecomer cities,and the incentive effect has the increasing characteristics of"marginal effect".(2)The incentive effect of bridging the digital divide on the green catch-up of latecomer cities shows a"structural effect",and the strength of the incentive effect is manifested as bridging the development level gap>bridging the innovation quality gap>bridging the development growth gap.(3)Bridging the digital divide can promote the green catch-up of latecomer cities through the resource allocation effect and innovation incentive effect.The effect of bridging the digital divide on resource allocation is characterized by"quality over quantity",and the effect of innovation incentives is manifested as"promoting quality through quantity and achieving simultaneous growth in both quantity and quality."(4)The promising government,the effective market and the responsible public can effectively adjust the incentive effect of bridging the digital divide on the green catch-up of latecomer cities.(5)Supply-side differences,demand-side differences and differences in the degree of improvement of digital infrastructure will have different effects on the incentive effect of bridging the digital divide.Non-resource-based cities,renewable resource-based cities,high-consumption cities and gigabit cities will benefit more from bridging the digital divide. Compared with the previous literature,this paperhas the following contributions:First,based on the perspective of the relative gap of digital economic development,this paper constructs the digital economic development level gap,the digital economic development growth gap and the digital economic development innovation quality gap,and enriches the existing research on the measurement of the digital divide at the city level.Second,promoting the effect of bridging the digital divide to the urban level and incorporating it into the unified analysis framework with the green catch-up of latecomer cities can more effectively examine the enabling effect of the relative gap changes in the development of the digital economy.Third,based on the relative equilibrium perspective,suggestions are given to give full play to the effect of digital economy empowerment and realize the coordinated development of urban digitization and greening. To a certain extent,the research in this paper reveals the internal logic of bridging the digital divide and the green catch-up of China's latecomer cities,which helps latecomer cities to correctly understand the importance of digital economic development,promote relative balance in development,and integrate superior resources to improve the level and quality of digital economic development.According to the characteristics of urban types,we should adjust measures to local conditions,explore the multi-dimensional path of bridging the digital divide to enable the green catch-up of latecomer cities,and then fully stimulate the green empowerment effect of bridging the digital divide.关键词
