Policy Synergy and Precise Implementation:Application of Tool Combinations and Operational Pathways in China's Adolescent Physical Health Governance

Abstract
Enhancing the effectiveness of adolescent physical health governance hinges on the optimized combination and precise execution of policy tools.This study analyzed 88 central government policy documents on adolescent physical health governance using content analysis.It systematically examined the application characteristics and historical evolution of four types of policy tools:mandatory authoritative,economic guiding,health promoting,and organization-al guarantee.Findings revealed an evolution in policy tool combinations from the adjustment&consolidation period(dominated by mandatory authority)to the reform&deepening period(diversification,initial synergy),and finally to the coordinated development period(complex drivers,highlighting needs for synergy and precision).Particularly in the coordinated development period,while economic guiding tools strengthen alongside others three types policy,but challenges of insufficient policy synergy and imprecise execution become prominent.Consequently,focusing on enhancing policy operability,this research proposes specific operational paths across dimensions like strengthening precise execution,optimizing synergistic mechanisms,implementing differentiated governance,and establishing dynamic evaluation feedback.This aims to provide targeted and feasible optimization strategies for China's adolescent physical health governance,facilitating the efficient achievement of policy goals.关键词
