From"urban pilot"to"global governance":China's new energy governance practic-es and carbon reduction spillovers

Abstract
Exploring whether China's new energy governance practices contribute to reducing global carbon emissions and enhancing global governance capacity is of significant practical importance.This study utilized panel data from 2009 to 2022,covering 201 coun-tries globally and 31 provinces in China,to construct a series of spillover indicators for China's new energy governance.It empirically examined the effects of China's new energy governance practices,the environmental governance rules within regional trade agreements(RTAs),and the associated mechanisms.Additionally,it investigated the differential effects of RTA provisions,the distribution across cooperative groups,and the impact of Sino-U.S.tensions.The study found that:① China's new energy governance exhibited notable spillover effects on carbon reduction.Specifically,the carbon reduction spillover effects associated with trade and technology linkages in China's new energy governance exhibited an U-shaped pattern.Investment linkages also had a long-term impact on carbon reduction spillovers.In contract,the effects of infrastructure linkages were delayed,requiring more time due to long construction cycles and high costs,thus failing to produce immediate results.② The depth and breadth of RTA environmental governance rules served as crucial mechanisms for achieving spillover effects.From the perspective of provisions,the carbon reduction spillover effects of China's new en-ergy governance through trade linkages were most pronounced under execution mechanisms and environmental goal-setting.Technology and investment linkages both showed the most significant effects under external assistance and institutional establishment,while infra-structure linkages were most effective under external assistance and execution mechanisms.③ From the perspective of cooperative group distribution,China's carbon reduction spillovers via technology linkages were most prominent with Europe,infrastructure linkag-es had the most direct impact on Africa,and trade linkages yielded the best carbon reduction results in Asia.Sino-U.S.tensions sup-pressed the carbon reduction spillover effects of China's investment linkages but enhanced the spillover effects of technology linkages,while the effects on trade and infrastructure linkages remained insignificant.Consequently,China should further deepen its domestic new energy initiatives,promote the establishment of multilateral environmental governance frameworks,and continuously strengthen the resilience of new energy to achieve more equitable and effective global new energy governance.关键词
