Effects of the dual-pilot policies of the energy-consuming right transaction system and low-carbon cities on the synergy between carbon reduction and pollution control

Abstract

In the context of China's goals to reach peak carbon emissions and carbon neutrality,synergizing carbon reduction and pol-lution control efforts has become an urgent issue for the government to address.This study used the gradual implementation of the ener-gy-consuming right transaction system and low-carbon city pilot program in China as a quasi-natural experiment.It utilized equilibrium panel data from 273 prefecture-level cities and above in China from 2006 to 2020 and employed the event study method.Specifically,the study examined the impact and mechanisms of the energy-consuming right transaction system,a source-control mechanism,and the low-carbon city pilot program,an end-of-pipe solution,on carbon reduction and pollution control.The study showed that:① Compared with non-dual-pilot cities,dual-pilot cities significantly improved the synergy of carbon reduction and pollution control.Furthermore,compared with cities under a single pilot policy,the synergistic effects of carbon reduction and pollution control were more pronounced in cities under dual-pilot policies.② Mechanism analysis revealed that synergy between carbon reduction and pollution control was achieved by technological innovation,whereas the advanced industrial structure did not exhibit a sound mediating effect.③ The results of spatial heterogeneity analysis showed that,compared with resource cities,dual-pilot policies had a more significant effect promoting carbon reduction and pollution control in non-resource cities,specifically manifested as the"Dutch Disease Effect".Compared with central and western cities,dual-pilot policies had a more significant effect on promoting carbon reduction and pollution control in the eastern region,specifically manifested as the"Matthew Effect".Dual-pilot policies had a"constraint effect"in cities with low environ-mental regulation intensity,and the carbon reduction and pollution reduction effects were more pronounced than those in cities with high regulation.④ Expansion analysis showed that cities designated as low-carbon pilots prior to becoming participants in the energy-consuming right transaction system were more effective in promoting carbon reduction and pollution control.Based on the above conclu-sions,this study proposes the following recommendations:① The government should rationally plan the implementation sequence of en-vironmental regulation policies at the source and end stages,expand the scope of the pilot projects in an orderly manner,and fully lever-age the effects of the dual-pilot policies in promoting the synergy between carbon reduction and pollution control.② Attention should be paid to the role of dual-pilot policies in fostering technological innovation and advanced industrial structure.Cities should be encour-aged to unleash their scientific and technological innovation potential so as to provide sustained impetus for achieving carbon reduction and pollution control targets.③ Differentiated implementation of dual-pilot policies should be adopted based on local conditions to ef-fectively achieve these targets.The study expands research on the synergistic management of carbon reduction and pollution control.It provides empirical evidence to support the achievement of carbon reduction and pollution control by combining environmental regula-tion policies at the source and end stages.
