Abstract
Urban emergency management systems play an important role in safeguarding citizens' right to food during emergencies.When building an urban food emergency support system by integrating food systems,urban systems,and emergency systems,the concept of resilience highlights the need for these complex systems to adapt to external disruptions while maintaining sustainable development.This paper explores the evolution from system integration to integrated resilience and emphasizes that urban planning-including emergency planning-should be grounded in institutional innovation and rule of law to ensure long-term stability.By enhancing spatial,governance,and social resilience,it is possible to meet the three core requirements of the right to food:adequacy,availability,and accessibility.Specifically,this involves:First,shifting from administrative emergency response to spatially informed urban planning to strengthen infrastructure for material reserves.Second,transitioning from government-led efforts to multi-stakeholder co-governance,where the government ensures the right to food not only through direct provision but also by enabling market and social entities to contribute to food supply.Third,rebuilding a healthy,equitable,and resilient urban food system under the framework of food justice.关键词
