中国用能权交易制度的有效性及空间效应
Effectiveness and spatial effects of China's energy-consuming right trading system:evidence from the transportation sector

Abstract
The transportation sector,as one of the strategic leading industries for economic and social development,is also a major source of energy consumption and carbon emissions.To examine whether the implementation of China's energy-consuming right trading system generated energy-saving effects and spatial spillover effects on the transportation sector,this study took China's energy-consum-ing right trading system as its focal point.Based on inter-provincial panel data from 2005 to 2019,the study employed the synthetic con-trol method and spatial econometric models to evaluate the energy-saving effects of the system on the transportation sector from both temporal and spatial dimensions.The findings revealed that:① The implementation of China's energy-consuming right trading system reduced total transportation energy consumption.However,due to variations in economic development levels,technological capabilities,industrial structures,and transportation structures across pilot regions,the energy-saving effects exhibited heterogeneity.② Zhejiang's implementation of the energy-consuming right trading pilot policy significantly reduced total transportation energy consumption,de-creasing it by 20.23%compared to the synthetic value,and this result passed robustness tests.③ Analysis of spatial lag coefficients re-vealed that the implementation of China's energy-consuming right trading system generated negative spillover effects on total transporta-tion energy consumption in neighboring regions.④ Regarding the spatial lag terms of the policy variables in China's energy-consuming right trading system,under the distance weight matrix,if a neighboring region was a pilot region,it reduced the total transportation ener-gy consumption of existing pilot regions,likely due to the demonstration effect of energy-saving outcomes in pilot regions on neighboring areas.Conversely,under the spatial economic weight matrix,if a region with a higher degree of economic interaction with existing pilot regions became a pilot region,it increased the total transportation energy consumption of existing pilot regions,potentially due to the ex-istence of a"race to the bottom"competition.Therefore,the orderly nationwide promotion of China's energy-consuming right trading system will help accelerate the high-quality development of China's green economy and support the achievement of the carbon neutrali-ty goal.关键词
