网络基础设施建设能提升城市全要素碳生产率吗?
Can network infrastructure construction promote total factor carbon productivity in cities?

Abstract
Network infrastructure,as the foundation for the construction of a robust digital China,is of great significance to the high-quality development of the economy.However,it remains unclear whether it can promote green,low-carbon,and high-quality economic development.Based on panel data from 284 cities at the prefectural level and above in China from 2005 to 2019,this paper first mea-sured the total factor carbon productivity(TFCP)in these cities by combining the non-radial directional distance function under the me-ta-frontier framework with the Malmquist-Luenberger productivity index,while considering such concerns as technology heterogeneity,slack bias,and linear programming infeasibility.Then,utilizing the"Broadband China"strategy pilot program as a quasi-natural experi-ment,this paper adopted the staggered difference-in-differences model to identify the impact of network infrastructure construction on TFCP.The results showed that:① The"Broadband China"strategy pilot program could significantly improve TFCP by approximately 0.072 units,an increase of 8.0%compared with the average TFCP,indicating that the construction of network infrastructure could effec-tively promote urban green,low-carbon,and high-quality development.② Mechanism analysis revealed that this program enhanced cor-porate green technology innovation and household environmental concerns,reducing energy intensity at both corporate and household levels,thereby promoting the TFCP of cities.③ Heterogeneity analysis showed that"Broadband China"had a stronger effect on TFCP in cities with higher network infrastructure stock,larger R&D investment,greater education investment,and more environmental regula-tion intensity,as well as in cities in the eastern region and large-scale cities.This paper provides an effective method for assessing the green development potential of network infrastructure and uncovers its significant influence on both firm production and resident life-styles.It offers empirical evidence for the role of network infrastructure construction in promoting green production and lifestyles,there-by achieving a win-win scenario of economic development and carbon reduction.关键词
