Can China's new infrastructure construction simultaneously promote environmental protection and stabilize economic growth:from the perspectives of cost effect and innovation effect

Abstract

Analyzing whether China's new infrastructure construction can simultaneously promote environmental protection and stabi-lize economic growth is crucial for achieving the country's"dual carbon"goals while alleviating downward economic pressures.Howev-er,the interactive relationship between environmental protection and economic growth stabilization complicates the conditions and mechanisms required to achieve both objectives in the process of new infrastructure construction.This study integrated environmental protection and economic growth stabilization into a unified analytical framework through the synergistic promotion of carbon reduction,pollution control,green expansion,and economic growth.Firstly,this study summarized the connectivity,integration,and technological attributes of new infrastructure construction and examined the theoretical mechanisms through which new infrastructure construction could simultaneously promote environmental protection and stabilize economic growth from the perspectives of"cost effect"and"inno-vation effect."Subsequently,using matching data from 282 prefecture-level cities in China from 2007 to 2021,the study applied an ac-celerated genetic algorithm projection pursuit model to measure the development level of new infrastructure construction at the city lev-el.Furthermore,an empirical investigation was conducted to examine the mechanisms through which new infrastructure construction contributed to both environmental protection and economic growth stabilization.The results indicated that:① During the sample peri-od,the development level of new infrastructure construction in China increased steadily year by year,accompanied by consistent prog-ress in pollution control and green expansion.However,carbon reduction faced certain challenges,and there was a trend of declining economic growth momentum.② New infrastructure construction significantly reduced the comprehensive index of industrial pollution emissions and carbon dioxide emissions while significantly improving the degree of greening and the growth rate of regional gross do-mestic product.Its connectivity,integration,and technological attributes were important foundations for this process.③ Mechanism testing found that new infrastructure construction simultaneously promoted environmental protection and stabilized economic growth by leveraging the"cost effect"and"innovation effect."The"cost effect"was reflected in the fact that new infrastructure construction re-duced the crowding-out effect of environmental protection costs on economic growth while improving green total factor productivity and promoting the green transformation of the economic development mode.The"innovation effect"was reflected in the fact that new infra-structure construction improved the efficiency of new technology research and development and that of research achievement transfor-mation,thus promoting technological innovation transformation.④ Heterogeneity analysis found that in regions with high levels of digi-tal transformation,new infrastructure construction with data elements as the main output was more effective in promoting both environ-mental protection and economic growth stabilization.This study proposes suggestions for accurately understanding the role of new infra-structure in simultaneously achieving environmental protection and economic growth stabilization.Additionally,by strengthening its connectivity,integration,and technological attributes,new infrastructure construction can contribute to the achievement of the win-win goal of environmental protection and economic growth.
