绿色金融赋能水环境治理的无锡新模式
New model of Wuxi with green finance empowering water environment governance

Abstract
Innovating green financial products services,developing insurance products such as environmental pollution liability insurance and safety production liability insurance are key measures of allowing financial tools participating in water governance.In the past,most of them are corporate liability insurances,lacking of insurance products for river water quality improvement,insurance trigger mechanism,unified compensation standards and enterprise value-added services.It is urgent to break the barrier of data and boost cooperation between government agencies and insurance companies for water quality and ecology,so as to empower governance of ecosystem and environment.Based on review of practices at home and abroad,water quality insurance mechanism is proposed.The overall idea of water quality insurance and premium calculation formula are introduced.Discussions are made on classified insurance and triggering,and compensation methods for water quality insurance,and provides corresponding value-added services.Taking some river courses in Liangxi District of Wuxi City in Jiangsu Province as an example,a trial calculation of insurance premiums was conducted based on the cost data generated by sudden water pollution incidents from 2018 to 2021.Based on water quality data in 2022,the insurance trigger and compensation mechanism were deduced.The results show that after purchasing water quality insurance,the funding for improving water quality of the river courses only accounted for 34.4%of that before adoption of insurance that greatly enhance the efficiency of government finance.关键词
