"双控"政策对海洋渔业生产的影响
Impact of the"dual control"policy on marine fishery production:a review based on capacity utilization
摘要
Abstract
The implementation of the"dual control"policy for marine fishing vessels aims to alleviate overfishing and avoid the de-cline of marine resources,but the implementation effect has proven unsatisfactory.To clarify the internal logical relationship between this"dual control"policy and marine fishery production,this study explored the implementation efficiency and realization conditions of the policy from the perspective of the capacity utilization rate of marine capture fishery.Using panel data of 11 coastal provinces in Chi-na from 1997 to 2022,this study employed a fixed effect model to identify the implementation efficiency and internal logic of the"dual control"policy.The results showed that:① Although the"dual control"policy effectively reduced the number of marine fishing ves-sels,it did not significantly reduce marine fishery catches.This conclusion still held after a series of robustness tests,such as replacing the explanatory variables.② The reason for this was that while the"dual control"policy not only reduced the number of fishing vessels but also improved the capacity utilization rate of the existing capture fishery,thereby inhibiting the impact of the decrease in the num-ber of fishing vessels on marine fishery catches,and weakening the implementation effect of the"dual control"policy.③ The results of the heterogeneity analysis showed that there were significant marginal effects of the"dual control"policy on the number of fishing ves-sels with different vessel sizes and operation types,as well as on marine fishery catches across different sea areas and different fishing gear types.However,it was the"unbalanced reduction"in marine fishing vessels caused by the"dual control"policy that left room for improvement in the subsequent utilization rate of fishery capacity,which was also the main reason for inhibiting the policy's effective-ness in marine fishery catches.Accordingly,it is proposed that during the promotion of the"dual control"policy,changes in the utiliza-tion rate of fishery capacity should be fully considered.Efforts should be made to strengthen the structural adjustment and upgrading across various types of capture fishery,strictly control the fishing operation time,and establish diversified support and compensation.These measures provide a reference for steadily realizing the sustainable development of marine fisheries.关键词
