农村集体资源性与经营性资产改革富民机制与效应
Mechanisms and impact of property rights system reform of rural collective resource and operational assets to enrich farmers:based on the dual perspectives of single and joint dimensions

Abstract
The reform of the property rights system for rural collective resource and operational assets,as well as their mutual interac-tion,is crucial for promoting common prosperity among farmers.This study constructed an analytical framework regarding the impact of property rights system reform of rural collective resource and operational assets on farmers'income from the dual perspectives of single and joint dimensions.Then,using the national databases of China Rural Household Panel Survey(CRHPS),this study analyzed the im-pact and underlying mechanisms of the property rights system reform on farmers'income.The results showed that:① Both land certifi-cation reform and shareholding reform of operational assets in the single dimension had a significantly positive impact on farmers'in-come.The positive impact of land certification reform primarily stemmed from higher investment in organic fertilizer by farmers obtain-ing land certificates,while the positive impact of shareholding reform of operational assets was mainly due to higher mortgage effects of farmers'individual credit in villages implementing this reform.② Compared with the property rights system reform in the single dimen-sion,the joint dimension could better increase rural household income,which was mainly attributed to the higher allocation and mort-gage effects in the joint dimension.Therefore,the property rights system reform should be carried out both in single and joint dimen-sions in the future.This study suggests that:① Policymaking should focus on promoting joint dimension reform while guiding the evolu-tion of the rural collective property rights system from the single to the joint dimension.Locally-appropriate models for joint dimension reform should be explored,with intermediary pathways established to increase farmers'income through the joint dimension.Reform ef-forts should be tailored to local conditions to effectively establish these pathways to increase farmers'income.② Land certification re-form should be comprehensively implemented,and supporting empowerment reform should be promoted.Furthermore,shareholding re-form of operational assets should be facilitated,and effective pathways for stock rights realization should be explored.关键词
