村级小微权力清单制度实践探析与优化路径
Analysis and Optimization Path of Village-level Small and Micro Power List System
摘要
Abstract
The village-level small and micro power list system is an effective way to improve rural governance efficiency and promote rural harmony and stability.Based on the Smith policy implementation process model,an analytical framework is constructed from four levels,i.e.idealized policies,implementation institutions,target groups,and implementation environment to conduct a full process analysis of the implementation of such power list system,and explore how to improve its implementation effectiveness.Based on the implementation of the village-level small and micro power list system in City Q,Hebei Province,it is found that there are practical difficulties in the implementation process of such power list system,such as insufficient rationality and dynamism of policies,lack of execution ability of executing agencies,insufficient participation of target groups in village affairs,and severe execution environment.Therefore,it is necessary to optimize the village-level small and micro power list system,enhance the execution ability of executing agencies at all levels,increase the participation of target groups,and create a sound institutional execution environment.关键词
