Abstract
The three lines of defense for rainfall monitoring and forecasting is an important part of modern disaster prevention system,which is related to the security and development of economy and society.This paper makes a dialectical analysis of four prominent contradictions in the construction of the three defense lines,namely,system construction and local weaknesses,water conservancy-led development and interdisciplinary integration,data sharing and information security,and government investment and market allocation,considers the relationship between the unity of opposites,explores the law of its development,and puts forward recommended measures based on the current technological development and construction conditions.关键词
