Theoretical Logic,Realistic Dilemmas,and Promotion Paths of County-level Urban-rural Integrated Development:A System Analysis Framework Based on"Resources-Industry-Space"

Abstract
Urban-rural integrated development is an inevitable requirement of Chinese moderniza-tion.Promoting urban-rural integrated development with counties as the unit represents the advanced form of the modern transformation of the Chinese urban-rural relationship,and it is imperative to explore new ideas and measures for reconstructing high-standard integration between urban and rural regions at the county level.Based on the three-dimensional interactive framework of"Resources-In-dustry-Space",this paper theoretically deduces the academic logic of county-level urban-rural inte-grated development from three dimensions:resource penetration,industrial interaction,and spatial recon-struction.It also attempts to analyze the practical challenges faced by county-level urban-rural inte-grated development from four aspects:obstacles to the inclusive reallocation of urban-rural elements,re-strictions on the interactive reorganization of urban-rural industries,constraints on the permeable recon-struction of urban-rural space,and difficulties in the systematic reconstruction of urban-rural relations.Furthermore,this paper proposes appropriate paths to promote the evolution of county-level urban-rural integrated development from five aspects:optimizing the mechanism for urban-rural integrated develop-ment,rebuilding the mechanism of ternary coordination and integration,strengthening the mechanism of county capacity reconstruction,improving the mechanism for new quality productivity,and implementing a well-coordinated combination of policies,in order to contribute to accelerating the construction of the modern discourse system for Chinese county-level urban-rural relationship.关键词
