乡村环境复杂适应性治理:理论阐释、运行机理与实施策略
Complex Adaptive Governance of Rural Environments:Theoretical Interpretation,Operational Mechanisms and Implementation Strategies

Abstract
Since the advent of the new era,the Communist Party of China and the Chinese govern-ment have integrated rural environmental governance into the core agenda of ecological civilization con-struction.Through iterative policy refinement and practical implementation,significant improvements in rural environmental quality have been achieved.However,a discernible gap persists between current ru-ral environmental conditions and the objectives of the Beautiful Countryside Initiative.The protracted and arduous nature of rural environmental governance stems from the complexity arising from nonlinear interactions among adaptive agents.Grounded in complex adaptive systems theory,this study establishes a research framework for complex adaptive governance in rural environments.The findings reveal four mechanistic insights:(1)Under rule iteration mechanisms,the actions of governance agents exhibit a-daptive restructuring;(2)The echo model elucidates the synergistic generation of collective action order among stakeholders;(3)Constrained generating procedures model explains the emergent leap mecha-nisms in hierarchical governance structures;(4)Driven by peak-valley game-theoretic mechanisms,in-novations in rural environmental governance models demonstrate dynamic adaptation mechanism.To en-hance governance efficacy and accelerate the Beautiful Countryside Initiative,this study proposes the following pathways:enhancing the adaptive capacity of governance agents to external perturbations;opti-mizing interaction mechanisms among multi-stakeholders;establishing a co-construction,co-governance,and co-sharing governance paradigm;and promoting the optimization-evolution of rural en-vironmental governance systems.关键词
