农贷精英俘获是利还是弊
Is the Elite Capture of Rural Credit Beneficial or Harmful:Empirical Evidence Based on the Transformation of Rural Governance

Abstract
Based on the 2018 CFPS data,this paper evaluates the effect of the elite capture of rural credit on farmers' income growth.The results show that:(1)the elite capture of rural credit significantly promotes farmers' income growth,and the growth effect is inclusive.Specifically,it can effectively promote the income growth of low-income farmers and does not significantly widen the income gap within the village;(2)The income growth effect of elite capture depends on a good village governance system,neighborhood trust,and the preference of village elites;(3)The income growth effect of elite capture is mainly realized by promoting the operating income of elite farmers and ordinary farmers,as well as the salary income of low-income farmers.The above findings con-firm that the new order of rural social-economic development since the 18th CPC National Con-gress could help crack the negative externalities of rural credit elite capture and make rural credit system more inclusive.In general,this paper provides new theoretical perspectives and empirical evidence for the improvement of rural governance system and rural credit policy to serve the com-mon prosperity in rural areas.关键词
