Digital governance empower comprehensive land consolidation:logical transformation,restrictive factors and optimized path

Abstract
Using digital governance to solve the problems faced in the comprehensive land consolidation,such as diverse business types,multiple collaborative entities,and complex governance elements,is of great significance for the transformation of governance models and the improvement of efficiency.On the basis of analysis framework of"subject-path-goal",this paper first analyzes the triple logical transformations from"unitary governance"to"collaborative governance",from"direct governance"to"platform governance",and from"extensive governance"to"precise governance",which are brought about by the empowerment of digital governance.Secondly,based on the investigation of the comprehensive land consolidation in Jingzhou of Hubei province and Xinyang of Henan province,it is necessary to address the adverse factors that constrain the empowering role of digital governance in comprehensive land consolidation from the three levels of organization and management,technology and resources,talent and capital.Finally,it is recommended to prioritize three key areas including enhancing top-level strategic planning,strengthening cadre leadership,and exploring long-term governance.These efforts will optimize the pathways to fully release the potential of digital governance empowering comprehensive land consolidation.The purpose of this paper is to provide theoretical support and practical guidance for the digital transformation of comprehensive land consolidation,and help it to develop in a more modern and intelligent direction.关键词
