Optimizing land use plan management to ensure high-quality development in dominant regions
摘要
Abstract
Land use plan management is a crucial component of the territorial space management,serving as a primary tool for regulating the overall amount of construction land and ensuring the sustainable supply of land resources.This study unveils four key challenges currently faced by land use plan management:the mismatch between land quotas and spatial regulation,the ambiguous entry standards for major projects,the rigid mechanism for linking the increase and deposit of construction land,and the lack of bidirectional flows of production factors between urban and rural areas.Furthermore,this study proposes four key measures to optimize land use plan management to ensure high-quality development in dominant regions requires:guiding the rational concentration of land quotas,optimizing the tiered land quota assurance system,refining the rules for linking the newly added construction land quotas with stock land revitalization,and revitalizing the driving forces of urban-rural production factor flow.关键词
