Carbon monitoring strategies for industrial parks in megacity:progress and challenges

Abstract
Industrial parks in megacity are characterized by high enterprise concentration,complex industrial chains,and large economic scale,making them a key area for implementing the dual carbon strategy in super-large cities.Scientifically and accurately understanding carbon emission levels is fundamental for assessing emissions and implementing effective carbon reduction measures.However,a clear and unified carbon monitoring framework has yet to be established,which poses challenges in formulating comprehensive decarbonization pathways.This paper systematically reviews four main types of carbon monitoring methods currently used in industrial parks both domestically and internationally,with a focus on the research progress of emission factor and remote sensing methods at the industrial park scale.Based on the characteristics of industrial park development in super-large cities such as Shanghai,this paper further identifies five key challenges in constructing a carbon monitoring system for industrial parks:unclear monitoring boundaries and scope in the"one zone,multiple parks"development model;inconsistency between physical boundaries and economic/environmental statistical boundaries;unclear operational and responsibility boundaries for carbon emissions in the integration of industry and urban development;the need to improve the accounting-based enterprise monitoring system;and the urgent need to establish a supplementary monitoring system based on measurements.关键词
