摘要
Abstract
Since the separation of the authority of maritime government approval and the functions of in-process and post supervision,the responsibilities of approval and supervision have become clearer,the work of maritime administration has become more refined and specialized,effectively improving the quality and efficiency of government affairs,and further stimulating the vitality of the shipping market.However,with the deepening of reforms,the completely independent operation of approval and supervision has also brought forth certain adverse effects,among which the problems of lack of connection between approval and supervision,information asymmetry,inadequate supervision,and incomplete mechanisms have become increasingly prominent,leading to insignificant transformation in cost redution,quality improvement and efficiency enhancement in transportation.To address the above issues,Jiaxing Maritime Safety Administration focuses on the interdependent and mutually reinforcing relationship between approval and supervision,and explores practical mechanisms for linking approval and supevsion,aiming to accelerate the integration of maritime supervision with service and guarantee and promote the optimization of business environment using government affairs reform.关键词
