突发公共卫生事件背景下四川省基层医疗机构应急能力调查
Emergency response capability of primary health institutions in Sichuan Province under the background of public health emergencies

Abstract
Objective To know about the current situation of public health emergency capabilities of pri-mary health institutions in Sichuan Province,and to provide reference for promoting the high-quality development of public health emergency management in primary health institutions.Methods Stratified cluster random sam-pling was used to select 47 primary health institutions from four counties(districts)of Sichuan Province for on-site and retrospective surveys on public health emergency response capacity.Results 55.3％of primary health insti-tutions had independent public health departments,which was influenced by the location of hospitals and the na-ture of the institutions.The median age of emergency personnel was 32.97 years old;The top three educational backgrounds for emergency personnel were bachelor degree(64.94％),associate degree(21.95％),and voca-tional school degree(4.75％);The top three majors for emergency personnel were clinical medicine(44.02％),nursing(32.11％),and traditional Chinese medicine(8.72％).The median number of policy documents related to emergency plans since 2020 was 1;The median number of training sessions for emergency personnel from 2019 to 2021 were 2,2,and 3.5,respectively.Health institutions designated for infectious disease treatment,nucleic acid testing,vaccination,and online reporting of the epidemic accounted for 17.02％,31.91％,46.81％,and 82.98％respectively.Conclusions Primary health institutions in Sichuan Province have certain public health e-mergency response capabilities,However,there are still problems such as lack of dedicated public health emergen-cy personnel,and insufficient updates to emergency response plans.It is necessary to optimize the setup of public health departments and personnel allocation,shift the emergency response threshold forward,improve emergency response plans,adhere to the integration of medical treatment and prevention,and improve emergency management systems and mechanisms,thus enhancing the public health emergency response capacities of primary health insti-tutions.关键词
