基于三维分析框架的紧密型医联体医保总额预付政策量化研究
A quantitative study on the prepayment policy for total amount of medical insurance in compact medical alliances based on a three-dimensional analytical framework

Abstract
Objective To provide reference for improving the policy of total prepayment of medical insur-ance in compact medical alliances in China.Methods A total of 56 policy documents on total prepayment of medical insurance in compact medical alliances were selected as the research objects.The content analysis method was used to construct a three-dimensional policy analysis framework of"policy tools(X dimension)-policy goals(Y dimension)-policy strength(Z dimension)",and the Nvivo qualitative analysis software was used to code and analyze the prepayment policy documents of medical insurance in compact medical alliances.Results A total of 565 text items were screened for policy tools(X dimension),and the supply-oriented,demand-oriented,and en-vironmental policy items accounted for 25.13％,30.09％,and 44.78％,respectively;a total of 406 text items were screened for policy goals(Y dimension);and a total of 538 text items were screened for policy strength(Z dimension).Conclusions There is a structural imbalance in policy tools,and the coordination between different policy tools should be strengthened.The internal distribution of policy tools is unreasonable,and the complementa-ry of policy connotations should be optimized.The policy strength is not strong,and the top-level design should be further improved.The matching between policy tools and policy goals is insufficient,and the policy-oriented value should be clarified.关键词
