广西医疗救助制度实施成效、问题及优化策略研究
Implementation effect,problems and optimization strategies of Guangxi medical assistance system
摘要
Abstract
The economy of Guangxi Zhuang Autonomaus Region is behind that of the eastern region of China,and the number of low-income population is large.The medical assistance system has the function of provi-ding medical care for the disadvantaged groups,which has made great contributions to supporting Guangxi's pov-erty alleviation by medical insurance.This paper starts with sorting out the measures and effectiveness of the cur-rent medical assistance system in Guangxi from four aspects,including population coverage,treatment guarantee,management and social benefits.Then,it analyzes in depth the causes for the dilemmas of medical assistance,such as insufficient funds,imperfect coupling and coordination mechanism of relevant departments,poor operation and connection of medical insurance systems and imperfect medical assistance information system.Finally,it is suggested to scientifically calculate the demand for medical assistance funds and gradually improve the level of fund pooling,to enhance the construction of multi-sectoral collaboration mechanism,to promote the orderly connection of multi-level medical insurance systems,and to promote continuously the information construction of medical in-surance system.关键词
