From Tool Adaptation to Overall Intelligent Governance:Understanding the Logic of Inter-con-struction of Technology and Institution in the Construction of Local Digital Government

Abstract
China is currently in a critical phase of technological explicit progress and institutional deepening re-form,and necessitating a thorough recognition of institutional reform of emerging technology empowerment.The establishment of digital institutions serves as the cornerstone of digital government,which emphasizing the crea-tion of intelligent digital connections between government and government.Unlike existing research that is often confined to that focuses on the description of phenomena or partial technical details,this paper adopts the 'tech-nology-institution' co-construction process as its foundation to analyze the technology embedment and institu-tional enabling logic in the construction of local digital institutions.It is revealed that the construction of local digital institutions in China generally presents the evolution process from"tool adaptation"to"institutional enab-ling"and then to"overall intelligent governance".In the future,the construction of local digital institutions will require sustained efforts in key areas,process reengineering and integrated thinking.关键词
