修正多源流模型视角下我国《"十四五"中医药信息化发展规划》探析
Analysis of China's"14th Five-Year Plan for The Development of Traditional Chinese Medicine Informatization"from the Perspective of The Modified Multi-Source Flow Model

Abstract
Informatization is a powerful driving force to promote the inheritance and innovation of traditional Chinese medicine,and also an important driving force to promote the comprehensive revitalization of traditional Chinese medicine.Based on the multi-source flow model proposed by John W.Kingdon and the actual situation of China's conventional policy formulation,the internal logic and external influencing factors of the policy introduction of China's"14th Five-Year Plan"for the development of TCM informatiza-tion were analyzed.It is found that the lack of awareness and attention to the development concept of TCM informatization,limited funds,shortage of professional talents,imperfect information standard system,and low level of data interconnection constitute the source of problems.The governmental policy exploration,the stakeholders'urgent demands and active appeals,and the in-depth theoretical research of experts and scholars constitute the source of policy.And the ruling philosophy of the Party Central Committee and the guidance of public opinion constitute the source of politics.These three streams are intertwined with each other at a specific time,resulting in a coupling effect,and promoting the opening of the"policy window".These three major streams and their respec-tive roles and positions in the process of promulgating the policy were as the political stream to play a leading role as the fundamental driving force,the source of the problem to play a guiding role as the internal driving force,the policy flow to play a catalytic role as an external driving force.In order to further optimize the policy formulation process,it is suggested from the perspective of multi-source flow theory to focus on the source of problems,make full use of the policy flow,and accurately grasp the political direction,so as to promote the improvement of the policy for the development of TCM informatization in China.关键词
