Integration of Vocational and General Education for a Skill-based Society:Skills Crisis,Value Reconstruction and Implementation Paths

Abstract
The development of a skill-based society poses contemporary challenges to both vocational and general education.The current separation between vocational and general education has led to three major crisis:fragmented skills development,skills mismatches and obscured cultural values.The integration of vocational and general education should reconstruct its value framework from three aspects:return to personalized values,manifestation of social values,and sublimation of cultural values.This forms a three-dimensional framework system including comprehensive development of skilled citizens,human capital appreciation,and skills culture construction,thus building practical approaches for integration.Firstly,establish a cultivation system for skilled citizens'competencies,promote horizontal integration and coordinated development between vocational and general education,and form multi-level and diverse integration mechanisms in terms of educational objectives,career development,curriculum systems and teacher integration.Secondly,construct social support for skill supply through three dimensions:institutional policies,educational systems and school-enterprise cooperation.Thirdly,build a four-dimensional skill culture system comprising social cultural concepts,vocational-general education choice culture,governance culture and institutional culture.关键词
