New Skills Intelligence for Europe:Generating Background,Governance Framework and Practical Features

摘要

Abstract

Europe's skills strategy has attracted global attentions,and the skills intelligence,is an integral part of the strategy.Based on official information,news reports,research reports,and other materials from EC and CEDEFOP,this paper summarizes the key focuses and progress of skills intelligence since its formalization in 2010,analyzes the background,framework and practices of Europe's new skills intelligence combining related theories and the practices of skills intelligence in multiple European countries,and the study finds that the EU developed its new skills intelligence in the context of facing new challenges from the skills revolution,integrating new requirements for multiple skills forecasting methods,and assuming a new mission of empowering skills ecosystem governance.The new skills intelligence is organically embedded in a well-functioning skills ecosystem,reflecting systematic methods and reflective pathways in organization;expanding tools,methods and expertise in resources;and facilitating policy-making and career guidance in information use.Practicing the next-generation European skills intelligence requires political commitment and the backing of democratic values,support from advanced tools and coordinated methods,and protection from stakeholders and network thinking.The European experience provides the following insights for the construction of skills intelligence in China:establish a skills intelligence alliance,use public contracts to commission the development of skills intelligence,and strengthen research on the integration of skills intelligence methods.
