The Generating Logic,Connotation Characteristics and Policy Focus of a Powerful Vocational Education Country

Abstract
As a positioning for the development of vocational education during the"15th Five Year Plan"period,a powerful vocational education country is an important manifestation for the high-quality education development,human resources development,industrial transformation,and competitiveness of skilled talents in a country.The proposal of building a powerful vocational education country has distinct value logic,strong policy logic,deep theoretical logic,and strong practical logic.In fact,a powerful vocational education country contains a dual connotation of"vocational education supporting strong country"and"strong national vocational education",and the two have a dialectical unity relationship.From the perspective of value characteristics,a strong vocational education country has five major features:political,strategic,leading,people-oriented,and open.In the future,the construction of a powerful vocational education country will focus on policies such as targeting the three integration strategy,optimizing structural scale,deepening digital transformation,and improving social services,which aims to highlight the characteristics of vocational education types,activate the talents advantages of vocational education,empower the upgrading of vocational education elements,and enhance the well-being of vocational education,ultimately achieving the grand blueprint of a powerful vocational education country.关键词
