中低收入国家建设更好的正规职业技术教育与培训体系的价值逻辑
The Value Logics of Building Better Formal Technical and Vocational Education and Training System in LMIC
摘要
Abstract
Technical and vocational education and training(TVET)plays a key role in the recovery and transformation of global education systems and labor markets,but building formal TVET systems in low-and middle-income countries(LMIC)remains a challenge.Based on the enormous potential of TVET to support sustainable national economic transformation and promote employment and productivity development,it is imperative for LMIC to transform their formal TVET system for the better.In July 2023,UNESCO,the International Labor Organization,and the World Bank jointly released"Building Better Formal TVET Systems:Principles and Practices in LMIC Countries",which systematically elaborates the value logic of building formal TVET systems in LMIC,and that building better formal TVET systems in LMIC is guided by the principles of"Excellence,End Result and Evidence".Besides,building formal TVET systems in LMIC needs to be wary of"policy reversals"along the path of change in order to accelerate the development of better formal TVET systems.At the same time,LMIC need to be wary of"policy reversals"on the road to change in order to accelerate the development of better formal TVET systems.关键词
