Preventive Rule of Law:Support Mechanism in the Transformation of Grassroots Public Safety Governance Model

Abstract
Promoting the transformation of grassroots governance models towards proactive prevention is essential for enhancing public safety governance capabilities.With the systematization of preventive legal systems,prevention has evolved into a new form of rule of law.Based on the reality of grassroots in China,this study examines the governance practice of transforming towards proactive prevention.The practical mechanism of preventive rule of law lies in using the rule of law to clarify the rights and obligations of various grassroots entities in public safety governance,and achieve high-quality transformation and development of grassroots public safety.Town M in Shanghai has achieved great success in transforming public security governance model towards proactive prevention,as well as promoting local development,enhancing local image,and improving residents' sense of gain,happiness,and security through a preventive legal mechanism in the process of"risk prevention-investigation-resolution".In optimizing the public security governance system,we should build a preventive rule of law mechanism on the basis of following the principle of value rationality,prevent the risk of grassroots public security governance through the framework of"system-structure-tool-environment",standardize the decision-making and administration of grassroots governments according to law,and realize the sound interaction between high-quality development and high-level security in the process of Chinese modernization.关键词
