Abstract

With the frequent occurrence of waterlogging disasters caused by extreme rainfall events,the uncertainty of risks in urban spaces has further increased.Medical facilities are one of the core elements in ensuring residents'daily healthcare services and providing emergency medical responses.It is crucial to enhance the dynamic response capacity of medical facilities to multi-hazard risks.Taking the central urban area of Wuhan as a case study,this paper utilized an improved two-step floating catchment area method(2SFCA)to assess medical service resilience through multi-scenario simulations of waterlogging disasters,considering varying service catchment radius.The results are as follows:①The central urban area of Wuhan is generally well-endowed with medical service resources.Under three waterlogging disaster scenarios with 10-year,50-year and 100-year return periods,road segments,medical facilities,and population activity units exhibit partial inundation at varying proportions.High medical service units exhibit spatial characteristics of"concentric zonation with scattered enclaves".② The central urban area of Wuhan maintains robust medical service resilience under emergency operations with a 9-minute response threshold.Over 50%of the units exhibit enhanced functionality across three waterlogging disaster scenarios,while cascading disaster effects triggered marked functional reduction(4%—5%)in specific units.③As the search radius increases from 9 min to 18 min and then to 36 min,the resilience levels under all three waterlogging disaster scenarios show a notable decline.Compared to the characteristics of medical service resilience under emergency conditions—where the affected range is smaller and localized impacts are more pronounced—medical service resilience under normal conditions exhibits a broader affected range and gradually reduced impact intensity.The results provide theoretical and methodological references for optimizing the demand for medical service resources under multiple scenarios and improving the territorial spatial infrastructure system to better respond to hazard risks.
