Data Factor Allocation for Enabling Breakthrough Innovation in Enterprises:Theoretical Mechanism,Realistic Dilemma and Policy Recommendations

Abstract
While data elements offer new opportunities for enterprise breakthrough innovation,their widespread application has revealed several challenges,including inadequate utilization,insufficient marketization,lack of openness,and the digital divide.How to configure data elements to empower enterprises in achieving breakthrough innovation,and how to effectively utilize the government's"visible hand"to guide this process amid imperfect market mechanisms,have become pressing issues that urgently need to be addressed.This paper synthesizes theories of resource allocation and enterprise innovation to analyze the essence and development of data factor allocation.By examining the relationship between data factors and traditional production factors,it explores the theoretical logic behind using data factor allocation to empower enterprises for breakthrough innovations.It also reveals how data factor allocation facilitates such innovations internally and externally within enterprises.Furthermore,this paper offers policy recommendations on data factor allocation across organizational,environmental,technological,and principal dimensions to enhance enterprise innovation.These recommendations aim to fully harness the potential of data factors to foster significant innovation breakthroughs in enterprises.关键词
