Strategic Considerations on the Information Technology Innovation Industry Towards New Quality Productivity During the 15th Five-Year Period

Abstract
Information technology innovation and its applications are not only a foundation for nurturing new-quality productivity,but also a driving force for the development of new-quality productivity and new industrialization.They are becoming a key to accelerating the construction of a modern industrial system.This paper critically reviews the new challenges and opportunities faced by the development of the information technology innovation industry during the"15th Five-Year"period.In response to the new missions and requirements for the development of new-quality productivity during the"15th Five-Year"period,this paper proposes a new strategy and path for the high-quality development of the information technology innovation industry through a holistic approach.In response to the requirements of developing new-quality productivity,it is necessary to(1)reshape the policy system in order to better guide and support the industry development;(2)reshape the innovation system to enhance the industrial innovation capabilities;(3)reshape the industrial ecosystem to stimulate the vitality of co-creation and win-win within the ecosystem;(4)reshape the talent system to strengthen the construction of industrial science and technology talent teams led by enterprises;(5)reshape the industrial finance system to optimize the methods of innovation incentives and the services for the technology transfer;(6)reshape the industrial internationalization strategy,along with efforts to enhance China's international competitiveness in multiple aspects.In this way,both the nation and industry could accelerate the leap toward future sustainable development.This study generates novel and strategic insights on the development of new industrialization and accelerates the growth of new quality productivity.关键词
