Europe's Future Industrial Layout Strategy and its Enlightenment to China:Research on Cross-Border Integrated Innovation Based on CERN Quantum Technology Initiative Strategy and Roadmap

Abstract
Quantum technology has great potential in the field of information processing and communication.China attaches great importance to the application of basic research,highlights the development of disruptive technological innovation,and is further accelerating the future industrial layout.Based on the current strategic background,this paper selects the CERN Quantum Technology Initiative Strategy and Roadmap issued by the European Nuclear Research Center(CERN)as the research object.Combined with the characteristics of forward-looking guidance,cross-border integration,multi-dimensional cooperation and high investment risk of disruptive technological innovation,the theoretical framework of cross-border integrated innovation is proposed on the basis of multi-layer linkage of industrial innovation ecosystem.From the perspective of cross-border integrated innovation paradigm,this paper makes an in-depth analysis of its action measures,and explores the coordination and unity of CERN strategic management guidance and comprehensive innovation,open innovation and collaborative innovation.It is found that CERN has made a forward-looking layout of the four major fields of quantum technology from the four dimensions of cross-regional cooperation,cross-domain integration,cross-organizational communication and cross-system linkage with its own unique status advantages,which provides a reference for China to integrate quantum innovation resources in a larger field and a larger space.关键词
