Abstract

As one of the typical representatives of the old industrial base in Northeast China,Liaoning's coun-ty-level economic development has long relied on an industrial system with high energy consumption and high carbon emissions.Based on panel data from 41 county-level administrative units in Liaoning Province from 2013 to 2022,this study uses the Tapio decoupling model,Theil index,and spatial autocorrelation analysis methods to explore the interactive relationship and spatial distribution characteristics between economic growth and carbon emissions.Research has found that the decoupling state between county-level economic growth and carbon emissions in Liaoning Province is still unstable.Coastal open county-level areas performed better in the early stages,but in recent years,they have returned to a"declining negative decoupling"state.The central urban agglomeration county-level areas and the northwest ecologically fragile county-level areas have long been in a"declining negative decoupling"state,and the regional low-carbon transformation is constrained by indus-trial structure and energy consumption patterns.The overall trend of carbon emission intensity shows an initial increase followed by a decrease,with significant regional differences.Coastal open county areas have relatively lower carbon emission intensity,while central urban agglomeration county areas and northwest ecologically fragile county areas are in a high carbon emission state.The regional differences in carbon emission intensity among counties in Liaoning Province have widened,with the most significant internal differences in coastal open counties and the smallest differences in central urban agglomeration counties.The overall carbon emis-sion intensity in Liaoning Province has not yet formed a significant spatial clustering effect.Some counties in the central urban agglomeration and ecologically fragile counties in the northwest have shown a"high high clustering"pattern,while coastal open counties have shown a"high low clustering"pattern.
