The Policy Logic of Innovation Consortia in Promoting Commercialization of Scientific and Technological Achievements—the Three-Dimensional Analysis Framework Based on"Policy Attributes-Policy Instruments-Innovation Value Chain"

Abstract
[Research purpose]As a core vehicle for overcoming the persistent bottleneck problems,innovation consortia serve as pivotal mechanisms for deepening industry-university-research collaboration and accelerating the commercialization of scientific and technological achievements.It is of great significance to explore the policy's action path.[Research method]This research establishes a three-dimensional analytical framework encompassing"policy attributes-policy instruments-innovation value chain"through the application of content analysis and quantitative methodologies,systematically investigating the operational logic through which innovation consortium policies facilitating the commercialization of scientific and technological achievements.[Research conclusion]This analysis reveals that central and local government policies demonstrate functional complementarity but exhibit significant structural differences.Policymakers show distinct preferences in instrument selection,with environmental policy instruments receiving predominant emphasis in promulgated policies,particularly those concentrating on target planning,regulatory frameworks,and monitoring-evaluation mechanisms.Policy objectives prioritize scientific research and innovation advancement,most policy instruments concentrate on scientific research innovation processes,specifically targeting the intermediate phase of commercialization of scientific and technological achievements.This research elucidates three distinctive policy pathways constituting the governance architecture for commercialization of scientific and technological achievements:"Central Level-Implementing Policies(Opinions)-Strategic Planning-Scientific Research Innovation","Local Level-Regulatory Policies(Guidelines)-Strategic Planning-Scientific Research Innovation",and"Local Level-Planning-type Policies(Plans)-Project Transformation → Product Innovation".A policy innovation governance logic of"midway breakthrough and both ends activation"for the commercialization of scientific and technological achievements has been formed.关键词
