Abstract
The establishment of a sound and systematic wetland protection and restoration system is an important part of the construction of the national ecological civilization system in the new period,and also a key initiative to promote the modernization of the ecological environment governance system and governance capacity.The ecological compensation mechanism,as the core content and innovative focus of the wetland protection and restoration system,plays an important role in stimulating ecological protection and promoting restoration governance.However,current wetland conservation and restoration still face practical challenges such as vague delineation of rights and responsibilities,inconsistent compensation standards,and inadequate market-oriented mechanisms.At the same time,it is necessary to address global ecological security challenges such as climate change and biodiversity loss.In this context,exploring an ecological compensation mechanism for wetland protection and restoration that is in line with China's national conditions has become a major theoretical and practical proposition that urgently needs to be addressed.Based on the perspective of the overall national security,this paper systematically sorts out the theoretical origins and development of the construction of ecological compensation mechanism in wetland protection and restoration,analyzes its practical driving logic and operating mechanism,and proposes the theoretical innovation direction and practical path of compensation mechanism construction in China's wetland protection and restoration around the framework of"institutional design-market incentive-technology empowerment-social collaboration",in order to provide decision-making references for improving the national ecological governance system and ensuring ecological security.关键词
