Abstract
The proposal of"carbon peaking and carbon neutrality"goal pushes the green and low-carbon development of manufacturing enterprises to a new height,but the relationship between environmental regulation and enterprise innovation has not reached a consistent conclusion.This paper sorts out the relationship between environmental regulation,R&D investment and enterprise innovation performance from the theoretical and empirical perspectives.Taking A-share resource-based manufacturing enterprises from 2011 to 2020 as the research object,the research results show that there is not A simple linear relationship between environmental regulation and enterprise innovation,but A U-shaped characteristic of"first inhibition and then enhancement".R&D investment plays a part in mediating the relationship between the two.Therefore,the government should actively play a leading role in policy,promote industrial upgrading and optimization,balance the advantages of environmental protection expenditure in squeezing out innovation input and innovation compensation,and improve the enthusiasm of enterprise innovation achievements transformation.Enterprises should take the initiative to undertake environmental protection obligations,increase R&Dinvestment,and achieve a win-win situation between enterprise development and social welfare.关键词
