我国省级政府开放数据安全管理政策量化评价研究
Quantitative Evaluation of Open Government Data Security Management Policies of Provincial Governments in China

Abstract
This paper systematically analyzes the content structure of China's open government data security management policies,reveals the shortcomings of existing policies,and provides references for subsequent policy optimization.Taking 85 open government data security management policies released by 26 provinces as research samples,this paper uses LDA theme model,content analysis method,and PMC index model to quantitatively evaluate the open government data security management policies based on a three-dimensional analysis framework of"policy theme-policy participant-policy effectiveness".It is found that the themes of the provincial open government data security management policies in China can be divided into three categories:improving data security management responsibility mechanisms,strengthening the rights and obligations of data users,and promoting collaborative governance of data security.However,the intensity distribution among these themes is uneven.The policy participation subjects are unbalanced,with data security regulators accounting for the largest proportion,followed by system platform operators,while the main positions of government data providers and data users are not prominent enough.The effectiveness of the policy is at a good level,but the existing policies have room for improvement in three aspects:policy tools,action stages,and policy timeliness.In view of the above shortcomings,the corresponding optimization suggestions are put forward.关键词
