China-Latin America Energy Cooperation in the Context of the Global Energy Transition:Progress,Challenges and Responses
摘要
Abstract
Although both China and LAC(Latin America and the Caribbean)countries are active participants in the global energy tran-sition,neither advocates the immediate phase-out of traditional fossil energy sources.Instead,they place equal emphasis on green energy transformation and sustained economic growth.Along with their continuous progresses in energy transition,China-LAC energy coopera-tion has entered into a new state characterized with richer content,more diverse and balanced forms,and a higher degree of institutional-ization.However,there exist a series of risks and challenges,including regional instability in Latin America,China's relative disadvan-tage as"a new comer"in the Latin American energy sector,fierce competition from external powers such as the United States,Europe,and Japan,and deliberate disruptions by the U.S.In response,China should mitigate external competition through third-party market cooperation,manage uncertainties through institutional mechanisms,and enhance its resilience to interference by building a China-Latin America energy community with a shared future.These efforts will ensure that the long-term sustainability of China-Latin America ener-gy cooperation is maintained along with steady advancement of the green and low-carbon energy cooperation.关键词
