A Decade of Digital Campus Policy in China:A Textual Analysis Based on a Three-Dimensional Framework of"Tool-Region-Object"

Abstract
The development of digital campuses has become a critical strategy for improving educational quality,promoting equity,and advancing the modernization of education in China.To gain a comprehensive understanding of national digital campus policy—particularly with respect to regional and institutional characteristics—and to clarify the underlying logic of policy formulation and implementation,a systematic analysis of policy documents is urgently needed.This study proposes a three-dimensional analytical framework grounded in the perspective of policy instruments,comprising the dimensions of"policy tools,""policy regions,"and"policy objects."Using content analysis,the study examines the deployment of policy instruments in digital campus policy documents and evaluates their alignment across different regions and types of educational institutions.The findings indicate several key patterns:although a wide range of policy tools is employed,their combinations are often unbalanced;while there is general alignment between regional contexts and tool usage,regional distinctiveness is insufficiently emphasized;and although various tools are targeted at specific institutional needs,they often fall short of fully addressing those needs.Based on these results,the study offers three policy recommendations:first,optimize the composition of policy tools to enhance their synergistic effects;second,reduce regional disparities while fostering localized characteristics;third,tailor policy instruments to better meet the specific demands of different educational institutions.These recommendations aim to guide future digital campus development,support both educational quality and equity,and accelerate progress toward building China into a leading country in education.关键词
