From Aging to Deep Aging:A Policy Analysis of Elderly Education in China Toward 2035

Abstract
According to international standards based on the proportion of the population aged 65 and above,China entered an aging society in 2001,transitioned into a deeply aging society by the end of 2023,and is projected to become a super-aged society by 2035.Conducting a systematic analysis of elderly education policies over this period can provide scientific evidence and policy references for addressing future challenges in elderly education.This study employs a two-dimensional analytical framework that integrates policy instruments and public service providers.It systematically analyzes 142 policy documents related to elderly education issued between 2001 and 2023.The findings reveal that environmental policy tools are predominant,while supply-side tools are insufficient and demand-side tools remain underdeveloped.In terms of stakeholder participation,senior universities,community colleges,and open universities hold dominant positions,whereas social organizations and general higher education institutions are significantly underrepresented.Based on these results,the study proposes five strategic recommendations for future policy development:(1)optimize the structure of policy instruments by strengthening demand-oriented tools;(2)improve the allocation mechanism of public service resources and establish a synergistic supply system involving government,market,and civil society;(3)incentivize the participation of social organizations to achieve empowerment,enablement,and benefit-sharing;(4)promote balanced implementation of policy tools to ensure equity in service provision;and(5)accelerate the digital transformation of elderly education to build an educational system responsive to the dynamics of a smart society characterized by widespread adoption of intelligent technologies.These insights aim to address structural imbalances in policy design and implementation,contributing to the construction of a more precise,inclusive,and co-governed policy system for elderly education.关键词
