摘要

Abstract

In China,current research on qualifications frameworks has primarily focused on institutional structures and administrative mechanisms,with limited attention to pedagogical theories and systematic classification of educational goals.Bloom's taxonomy of educational objectives,as a foundational theory in instructional design and curriculum development,provides a hierarchical,category-based,and action-oriented model that aligns well with the layered classification of learning outcomes and level descriptors in qualifications frameworks.This study examines the theoretical alignment between Bloom's taxonomy and the construction of qualifications frameworks and deconstructs the logic of the European Qualifications Framework.This paper further proposes a development path for China's qualifications framework:(1)reframe lifelong learning goals for the new era by emphasizing moral education,holistic development,and innovation-driven competencies;(2)construct a clear,psychologically grounded,and integrated framework guided by Bloom's structural principles;and(3)strengthen systematic instructional design to enhance learning flexibility and improve the effectiveness of teaching and educational governance.Overall,this paper reveals structural contradictions in the application of policy tools and the coordination among stakeholders in elderly education,offering both theoretical support and practical suggestions for building a policy system characterized by precise provision and multi-stakeholder co-governance.
