Abstract
The overseas returned scholars'pioneering park is the main carrier of innovation and entrepreneurship of overseas returned talents,and carries an important force to accelerate the development of China's emerging technology fields and the transformation and upgrading of economic structure.By reviewing the overall situation,supporting policy measures,and characteristic practices of the construction of overseas returned scholars'pioneering parks in Shanghai,it is concluded that overseas returned scholars'pioneering parks in Shanghai exhibit prominent advantages in characteristic industries,significant achievements in enterprise innovation,high concentration of outstanding talents,significant radiation and driving effects,and sound entrepreneurial service systems.At the same time,it is found that some overseas returned scholars'pioneering parks lack specialized service capabilities,some overseas returned scholars'pioneering parks urgently need to enhance their brand value,there is insufficient linkage and cooperation between overseas returned scholars'pioneering parks,there is a lack of incentive policies specifically for overseas returned scholars'pioneering parks,and there is a lack of effective exit mechanisms for overseas returned scholars'pioneering parks.In order to promote the high-quality development of Shanghai overseas returned scholars'pioneering parks,it is necessary to improve the standardization of construction of overseas returned scholars'pioneering parks,enhance the professionalization of services of overseas returned scholars'pioneering parks,strengthen the regional radiation power of overseas returned scholars'pioneering parks,maintain the continuous innovation power of overseas returned scholars'pioneering parks,enhance the core competitiveness of overseas returned scholars'pioneering parks,and enhance the overall influence of overseas returned scholars'pioneering parks.关键词
