Abstract
Happy River and Lake is a concept of water management in the new era.In order to efficiently promote the construction of happy rivers and lakes under the guidance of planning,it needs to explore the scientific and reasonable ideas for the formulation of the planning.This paper explores the new mode of happy rivers and lakes,which reflects the harmonious development of"water city(town)and people"and involves multiple goals of"water management and security,clear and beautiful water,and rich by water".Based on the preparation practice of Deqing County's global happy river and lake planning,the paper summarizes the ideas for preparing the global happy river and lake planning under the main line of"goal-strategy-brand-indicator-guideline".关键词
