摘要

Abstract

As China's economy continues to develop in a high-quality manner and the people aspire to a better life,infrastructure construction,as a cornerstone of national economic development,has increasingly come to the forefront as a strategic priority.Against this backdrop,major engineering projects such as cross-sea bridges play an increasingly important role in national development due to their unique role in promoting regional economic integration,improving transportation networks,and driving the development of coastal regions.According to the deployment outlined in the"14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Term Objectives Through the Year 2035",a series of major engineering construction projects will be launched in the coming years,meaning that the number and scale of landmark projects like cross-sea bridges will continue to grow.Throughout the entire lifecycle of a cross-sea bridge project,cost management serves as a core component spanning all stages from planning,design,construction,to operation and maintenance.The effectiveness of cost management not only directly impacts the project's overall profit and return on investment but also determines the project's sustainability and the realization of its social benefits.Especially in the current context of complex and volatile global economic conditions and tightening resource and environmental constraints,how to enhance project management efficiency through scientific cost control has become a key factor determining the smooth progress of large-scale complex engineering projects.It can be seen that exploring efficiency improvements in cost control pathways for cross-sea bridges not only holds significant theoretical significance,providing new perspectives and methods for research in the field of engineering management,but also has far-reaching practical significance,capable of providing strong support for scientific decision-making and management in major engineering projects. Current academic research on cost control efficiency primarily focuses on using traditional regression analysis methods to explore the independent impact of various single factors on outcomes,such as the completeness of contract terms,the stability of the policy environment,or the rationality of organizational structure.While such research has achieved certain results,it often overlooks the potential synergistic effects and interactions between these factors.In actual engineering projects,improvements in cost control efficiency are typically the result of the combined effects of multiple factors,which may exhibit complex relationships such as complementarity,substitution,or inhibition.For example,a favorable economic policy environment may compensate for certain shortcomings in contract management,while high levels of employee professionalism may amplify the positive effects of organizational structure optimization.To address this research gap,this paper adopts a new research method-fuzzy set qualitative comparative analysis(fsQCA)—based on configuration theory,breaking free from the limitations of traditional linear thinking.It examines the factors influencing cost control efficiency in cross-sea bridge projects from a holistic and systemic perspective.It particularly focuses on the synergistic effects of three key dimensions:contract management(including contract signing and execution),external environment(covering economic policy environment and marine environment),and organizational management(including organizational structure and employee professional competence).By constructing a multi-dimensional,multi-level analytical framework,it delves into the differentiated impact pathways of different factor combinations on cost control efficiency. The study identified three typical pathways for enhancing cost control efficiency in cross-sea bridge projects:Economic Support Pathway:When contract signing contains contractual loopholes,a robust contract execution mechanism complemented by a favorable economic policy environment,coupled with efficient organizational structures,regulations,and high-level employee professionalism,can form an effective configuration for cost control;Ecological Support Pathway:In scenarios where contract signing has defects,by strengthening contract execution management,aligning with marine environmental characteristics,such as developing specialized protective measures for highly corrosive marine environments,and leveraging a sound organizational management system,significant improvements in cost control efficiency can be achieved;External Environment Synergy Pathway:When contract execution is standardized,and economic policies and marine environmental conditions form a synergistic support system,combined with robust organizational management systems,significant enhancements in cost control efficiency can be realized.such as developing specialized protective measures for highly corrosive marine environments,while relying on a sound organizational management system,can significantly enhance cost control efficiency;External Environment Synergy Pathway:When contract execution standards,economic policies,and marine environmental conditions form a synergistic support system,the institutional effectiveness and talent advantages in the organizational management dimension become the decisive factors in cost control.It is worth noting that all three pathways emphasize that optimizing organizational structure and enhancing employee professional competence are core conditions,providing project managers with clear directions for improvement.Based on these findings,this study not only provides a theoretical analytical framework for"multi-factor synergy"in major engineering cost control but also offers practical guidance for cross-sea bridge project management.Additionally,this paper proposes differentiated cost control strategies tailored to different project contexts,providing actionable recommendations for practical work.Of course,this study also has some limitations,such as the sample primarily coming from specific regions and not considering dynamic environmental changes,among other factors,which require further refinement in subsequent research.Future research can expand the sample scope,incorporate more potential influencing factors,and attempt to establish dynamic analysis models to more comprehensively grasp the complex mechanisms of cost control for cross-sea bridges.
