农村人居环境整治政策的变迁历程与逻辑阐释
The Evolution and Logical Interpretation of Rural Living Environment Improvement Policies:A Study from the Dual Perspectives of Policy Formulation and Implementation

Abstract
The improvement of the rural living environment is a crucial task for the nation in promoting ru-ral revitalization and ecological civilization construction.The policy content has been continuously updated and deepened,encompassing an increasingly diverse range of fields and topics.However,optimizing these policies and enhancing their implementation effectiveness remain pressing issues that need to be ad-dressed.Based on the multi-stream theory and Smith's policy execution process model,this study sys-tematically analyzes the evolution path and inherent logic of China's rural living environment improvement policies.The policy changes are categorized into four stages:the period of policy vacuum,initial institu-tional establishment,comprehensive enhancement,and overall deepening.This analysis reveals the inter-active effects among problem streams,policy streams,and political streams during the opening process of the policy window as well as key driving factors.Furthermore,by examining the complex interactions be-tween idealized policies,implementing agencies,target groups,and environmental factors throughout the execution process,an integrated explanatory framework for policy formulation and implementation is con-structed.The research findings indicate that China's rural living environment improvement policies have gradually transitioned from a focus on infrastructure enhancement to a comprehensive transformation to-wards ecological civilization construction.Although there has been significant progress in perfecting the policy system during implementation processes;however,it remains essential to strengthen coordination in execution efforts along with mechanisms for social participation.This study provides theoretical support and practical references for optimizing rural living environment improvement policies while offering impor-tant insights for comprehensively advancing rural revitalization strategies.关键词
