Research on investment and financing path of ecological environmental protection projects from the perspective of Beautiful China construction
摘要
Abstract
As the core bearing area of the ecological barrier in the upper reaches of the Yangtze River,Chongqing shoulders the strategic responsibility of maintaining ecological security in the middle and lower reaches of the Yangtze River.The implementation of its ecological environment projects plays a key supporting role in the construction of the Beautiful China Pilot Zone,and financial guarantee is the core prerequisite for project implementation.Currently,the investment and financing for ecological environmental protection in Chongqing still face the following bottlenecks,including relatively single sources of funding for ecological environment projects,the need to optimize the use and management of fiscal funds,and the common difficulties and high costs of financing for small and medium-sized enterprises.Aiming at the above problems,it is suggested to improve the investment and financing system by increasing fiscal investment in environmental protection,innovating green financial systems,broadening the investment return mechanism for ecological environment projects,and innovating investment and financing models around the construction of Beautiful Chongqing.Through systematic institutional design,a sustainable investment and financing mechanism guided by the government,dominated by the market,and participated by multiple parties can be formed,providing long-term financial guarantee for Chongqing to build a Beautiful China Pilot Demonstration Zone,and contributing an innovative practice sample for ecological governance in the Yangtze River Economic Belt at the same time.关键词
