Abstract

Eco-environmental zoning-based regulation is an environmental management system that aims to safeguard ecological functions and improve environmental quality,implement differentiated and precise management and control in different regions.To enhance the timeliness and pertinence of the system,Qingdao carried out the dynamic update work of the achievements of the zoning management and control of the ecological environment in 2022 and 2023.Based on the summary of the update practice,the technical framework and management process of the dynamic update work of the zoning management and control of the ecological environment in Qingdao were sorted out.The dynamic update achievements were presented from six key aspects,including implementation and application evaluation,ecological space,environmental quality bottom line,upper limit of resource utilization,environmental management and control units,and the ecological environment access list.In addition,discussions had been carried out on doubtful and difficult issues,and policy suggestions had been put forward,such as improving the efficiency of the dynamic update work of the zoning management and control of the ecological environment,standardizing the connection path with the urban development boundary,and grasping the update principles of the ecological environment access list.
